These Regulations create a legally binding target in the area of resource efficiency and waste reduction. These targets will ensure that by the end of 31st December 2042 the total mass of residual waste for the calendar year 2042 does not exceed 287 kilograms per head of population in England. This equates to a 50% reduction from 2019 levels.
