These Regulations form part of Scotland’s circular economy and pollution-prevention framework. Plastic-containing wet wipes are a significant source of sewer blockages, wastewater system damage and microplastic pollution. The Regulations target the commercial supply chain by creating a criminal offence for supplying plastic-containing wet wipes to end users in the course of a business, while permitting limited exemptions for pharmacy, medical and business-to-business supply. Enforcement authorities are granted inspection, seizure and fixed penalty powers.
