Overview


The Civil Enforcement of Road Traffic Contraventions (Approved Devices, Charging Guidelines and General Provisions) (England) Regulations 2022 aim to expand enforcement carried out by civil enforcement officers representing local authorities, rather than by police officers or police traffic wardens.

This regulation empowers local authorities in England (excluding London) with existing civil parking enforcement experience, to enforce violations of moving traffic restrictions outlined in Schedule 7 to the 2004 Traffic Management Act. These violations include disregarding no entry signs, making prohibited turns, obstructing box junctions, and driving in mandatory cycle lanes. While similar powers have been accessible to London local authorities since 2003, they will now also have the authority to enforce bus access prohibitions and driving in mandatory cycle lanes for the first time.
