Overview


The Road Traffic and Roads Act 2023 amends and consolidates Ireland’s road traffic framework to address modern mobility, road safety enforcement, insurance transparency, autonomous vehicles, powered personal transporters, and national road management. The Act strengthens licensing controls, expands Garda enforcement powers, enhances motor insurance data requirements, and introduces provisions supporting zero and low-emission vehicle infrastructure. It forms part of the consolidated Road Traffic Acts 1961–2023.

The Act modernises Ireland’s road transport regime in response to technological developments, insurance fraud risks, enforcement gaps and climate objectives. It introduces statutory recognition of autonomous vehicles and e-scooters, enhances Motor Insurers’ Bureau of Ireland (MIBI) data systems, strengthens residency and licence integrity rules, and creates a framework for national managed roads and EV infrastructure oversight.
