This Regulation establishes a unified framework for pilot licensing (Part-FCL), medical certification (Part-MED), and training/examination organisations (Part-ARA and Part-ORA). It provides procedures for converting existing national and Joint Aviation Requirements (JAR) licences into EU Part-FCL licences and sets requirements for accepting licences from third countries. The Regulation also introduces the Light Aircraft Pilot Licence (LAPL) to simplify access to leisure flying while ensuring appropriate safety levels.
