It applies to manned lighter-than-air aircraft such as hot-air balloons, gas balloons, mixed balloons, and hot-air airships. Operators must meet strict requirements for safety management, crew competence, equipment, risk assessments, and reporting, with special provisions for introductory flights, competitions, and flying displays.
