**REVOKED**

These Regulations placed controls on the shipping of controlled and hazardous substances into the United Kingdom, and grant special powers to authorities to enforce these controls. The Regulations provide for a system that controls-

  • the production, supply and use of,
  • trade in, and 
  • emissions of

certain substances (also known as controlled substances) that deplete the ozone layer. The Regulations also make the Secretary of State the designated competent authority.

The Regulations enable customs officers to detain a controlled substance or product imported, landed or unloaded in contravention of the Regulations, or equipment imported in contravention of the Regulations. Furthermore, anything detained under this regulation shall be dealt with during the period of its detention in such a manner as the Commissioners of Customs and Excise may direct.
