Overview


The purpose of the Road Transport Operator Regulations 2011 is to implement common rules that road transport operators must comply with. To become a road transport operator, you must apply for an Operator Licence. All applicants for licences must have: 

  • An effective and stable establishment in Great Britain
  • Be of good repute
  • Appropriate financial standing
  • Be professionally competent

The scope applies to ‘hire or reward’ operators; in other words, haulage companies that carry goods belonging to their clients and bus and coach companies that receive payment for providing the transport service to passengers.
