The purpose of this Regulation is to harmonise the rules on the making available on the market and the use of biocidal products, whilst ensuring a high level of protection of both human and animal health and the environment. To achieve this, the regulation sets out a two-step process, whereby active substances are first approved at EU level before biocidal products containing those substances are authorised in individual Member States.
The European Chemicals Agency (ECHA) should carry out specified tasks with regard to the evaluation of active substances as well as the EU authorisation of certain categories of biocidal products and related tasks. Consequently, a Biocidal Products Committee has been established to carry out approvals and review.
