The Product Regulation and Metrology Act 2025 modernises the UK’s framework for regulating the marketing, use, and measurement standards of products. It establishes new powers for the Secretary of State to set detailed product requirements, align with relevant EU standards where appropriate, and enforce compliance through designated authorities. It also updates metrology rules governing units of measurement and the quantities in which goods are marketed. The Act introduces clearer enforcement powers, including product recalls, online marketplace obligations, and sanctions for non-compliance, ensuring product safety, accuracy, and consumer protection.
The Act replaces and consolidates previous product safety and measurement laws. It aims to reduce risks to health, safety, property, and the environment from non-compliant products, while ensuring accurate measurement standards across UK markets. The Act applies broadly across industries but excludes certain sectors such as food, medicines, military equipment, and aircraft components. Businesses involved in manufacturing, importing, distributing, or selling products must now ensure compliance with the updated regulatory framework.
Sections 11(1) and (3), which repeal parts of older legislation (Consumer Protection Act 1987 and Weights and Measures Act 1985), will come into force on a date set by the Secretary of State through statutory instrument.
