The Building (Scotland) Regulations 2004 prescribe functional standards for buildings that were set out in the Building (Scotland) Act 2003, and do so by adopting the Construction Products Regulations (CPR) which ensure that no barriers to trade in construction products are created, either directly or indirectly by the way products are described. They aim to secure the health, safety, welfare and convenience of people in buildings and of others who may be affected by buildings, or matters connected with buildings in Scotland. They also aim to further the achievement of sustainable building development and the conservation of fuel and power.
